This facility is located on Hei Ling Chau island and was converted on 18 May 2023 into an immigration detention centre for adult women under the Immigration Ordinance. The island is geographically remote from the city center. The facility used to be a correctional facility for prison inmates. Repurposed by the Correctional Services Department, NKCI now detains female non-citizens such as undocumented migrants and asylum seekers. This is one of two immigration detention facilities that are run by the correctional services. Reports have highlighted the increased security and carceral environment here.
