Djibouti: The GDP Submits Information Request to the National Human Rights Commission

The Global Detention Project has issued an information request to Djibouti’s National Human Rights Commission (Commission Nationale des Droits de l’Homme [CNDH]), requesting information regarding its 2024/2025 Annual Report on the situation of migrants in detention centres in the country.

According to Article 11 of Law No.59 Concerning the Organization and Operation of the National Human Rights Commission, the CNDH may “conduct regular, notified, or unannounced visits to all places of detention and make recommendations to the competent authorities with a view to improving the treatment and situation of persons deprived of their liberty.”

To-date, we have not received a response.

I am contacting you on behalf of the Global Detention Project to request information regarding the publication of the 2024/2025 Annual Report of the National Human Rights Commission on the situation of migrants in detention centres in Djibouti.

As part of our work monitoring and analyzing migrant detention practices, we consulted your previous 2020/2021 annual report, in which you discuss, particularly on pages 13 to 26, cases of arbitrary detention targeting irregular migrants. This information is an essential source for documenting the evolution of detention conditions.

Could you please tell us if the most recent annual report has been published and, if so, where it can be accessed? If it is not yet available, we would appreciate it if you could provide us with the anticipated publication schedule.
