Can Inspection Produce Meaningful Change in Immigration Detention?
In this GDP Working Paper, an inspector from the UK Her Majesty’s Inspectorate of Prisons discusses tensions between pushing for short-term progress in the treatment of immigration detainees and long-term reforms.
